ACTIVITY REPORT ON THE CONDUCT OF POST-DISASTER NEEDS ASSESSMENT IN THE PROVINCES OF SURIGAO DEL NORTE AND DINAGAT ISLANDS

From December 16 – 19, 2021, TY ODETTE hit the country, leaving behind extensive losses and damages in MIMAROPA, Western Visayas, Central Visayas, Eastern Visayas, Northern Mindanao, and CARAGA. The NDRRMC determined that the identified regions meet the requirements for declaring the State of Calamity. The NDRRMC subsequently issued Resolution No. 12, s. 2021, directing the abovementioned RDRRMCs to conduct PostDisaster Needs Assessment (PDNA).

As such, the NDRRMC through its Member Agencies, conducted Regional PDNAs and formulated Rehabilitation and Recovery Programs (RRPs) for TY ODETTE from December 27, 2021 to January 31, 2022 for consideration in the FY 2022 NDRRM Fund and to coincide with the preparation of the FY 2023 National Expenditure Program. The PDNA and the RRPs are to be presented to the NDRRMC on or before February 18, 2022. To ensure compliance with DOH AO No. 2020-0015, or the Guidelines on the Risk-Based Public Health Standards for COVID-19 Mitigation, a blended PDNA approach was considered for this purpose.

Pursuant to the NDRRMC Memorandum No. 153, s. 2021 Re: Conduct of Post Disaster Needs Assessment (PDNA) relative to the onslaught of TY ODETTE [IN: RAI]; personnel of National Government Agencies, Constitutional Offices, State Universities and Colleges, GOCCs, R/P/C/M DRRMs, Provincial Governors, City and Municipal Mayors, Local Sanggunian, CSOs, NGOs, and Private Individuals were assigned to participate in the conduct of Post Disaster Needs Assessment (PDNA).

In the case of Region IX and/or RDRRMC IX, we were requested to augment and to provide PDNA Team contingent in Caraga Region particularly in Siargao Islands, Province of Surigao del Norte.

Siargao Islands are composed of two islands, the mainland Siargao, of which, there were eight (8) municipalities, namely, Burgos, Dapa, Del Carmen, General Luna, Pilar, San Benito, San Isidro, and Santa Monica, and the Bucas Grande Island, in which, the Municipality of Socorro is situated.
